Invalid IdP realm causes config parsing to abort prematurely

Bug Description

If there is an issue with an IdP realm:

  ...
  tr_cfg_parse_idp_realms: IDP realm configured: lboro.ac.uk.
  tr_cfg_parse_one_idp_realm: Can't parse APCs for realm moonshot.ed.ac.uk .
  tr_cfg_find_idp: Found amelie.dev.ja.net.
  ...

The configuration parser immediately returns and moves on to the next configuration stage, even if there are more IdP's to process.

I don't know if this is still true in the 2.x series of the trust router. We should check to see.
