Steps to reproduce:
1) Navigate to Murano > Manage > Package Definitions
2) Click on Upload Package and select correct zip archive
3) Fill all of the fields and click on Create

Actual result.
Application uploaded but in Horizon we can see this error:
Danger: There was an error submitting the form. Please try again.

The root cause with 1421427 is the same.

Need to set SESSION_ENGINE to memcache and do not use browser cookies for that, since it has very limited storage.
