Test "Check dhcp-agents work" from stable/8.0 branch fails on MOS 8.0 with the following error:
ServiceUnavailable: Unable to create the network. No tenant network is available for allocation.

Environment: 3 controllers + 3 computes-cinder VLAN+L3 HA
This test was fixed in master branch so it should be back-ported to the stable/8.0 branch .
