Test "[VLAN] [VxLAN] Create distributed router with member user in CLI" for MOS 8.0 fails" from stable/8.0 branch fails on MOS 8.0 with the following message:
"NotFound: The resource could not be found. (HTTP 404) (Request-ID: req-cf71b51d-

Environment: 3 controllers + 3 computes-cinder VLAN + DVR or VxLAN + L2POP + DVR
This test was fixed in master branch so it should be back-ported to the stable/8.0 branch.
