ceilometer-collector tries to connecto to rabbitmq with wrong credentials

Bug Description

From time to time somehow ceilometer-collector starts connecting as 'GUEST' user instead of 'NOVA' as defined in ceilometer conf file.
Looking throught tcpdump it is seen that the password is taken correctly, but user is "malformed" to 'guest' instead of 'nova'.

Steps to reproduce:
leave it working for two three days without restarting

Expectected results:
INFO oslo.messaging._drivers.impl_rabbit [-] Reconnected to AMQP server on ...

Actual result:

No. Because it has nothing to do with deployment. And configs are OK. After I restart ceilometer on all control nodes it works OK again, but when i generate a little load it "crashes" so to speak and is not accessible neither through horizon nor through cli. It is very similar(or like) this one https://bugs.launchpad.net/mos/+bug/1496343 i guess.

Reproduced on a customer's env - 8.0 MU1, increasing priority to High.
