Given medium priority of upstream bug and o real functional impact, closing as "Won't fix" for 7.0 and 8.0.
For 9.0 it will be delivered in 9.2+

Steps to reproduce.
1) Deploy cluster with neutron DVR and 1 controller and 1 compute nodes
2) Create instance with float ip
3) On compute node run:
service neutron-openvswitch-agent stop
sleep 30
service neutron-openvswitch-agent start
sleep 10
grep 'Duplicate DVR' /var/log/neutron/neutron-openvswitch-agent.log
