Bug Description

Discovered in MOS 8.0/liberty
The following trace seen in neutron-server's and l3-agent logs when working with HA routers:

Related upstream bug is https://bugs.launchpad.net/neutron/+bug/1499647

At first glance initial commit for 1499647 is present in 8.0 release.

Upstream fix https://review.openstack.org/#/c/260303/. In neutron code should be since Mikata.

Verified on 8.0 + MU4 updates.

Steps for verification are taken from upstream bug.

There is no 'DBReferenceError' in neutron server and l3-agent logs.
