Bug Description

There is incorrect version specified for python-congressclient package in liberty's upper-constraints. There is no python-congressclient 2015.1.0.

As a result, we are unable to run certain tests in our openstack-ci/fuel-8.0/liberty branch. For example, we are unable to run murano tests [2]

Backport upper-constraints

Upstream liberty-eol upper constraints contain non-existent
version of python-congressclient package. This patch
effectively fixes this issue by backporting upper-constraints
from upstream and changing tox install command.

We have merge a workaround. A general fix will be developed in https://mirantis.jira.com/browse/PROD-15849
