Bug Description

The test https://mirantis.testrail.com/index.php?/tests/view/4935157 is failed . The client in cirros image fails to connect to the Docker in the fedora image. Docker is installed in the image by cloud-init from custom action in yaml stack template.
Neither Fedora 23 image or latest version of the docekr helps so far.

The root cause was in the settings of the security group.
Fix is merged to master in https://review.gerrithub.io/#/c/275724/
The test is passed on 9.0 mitaka iso #302 https://mirantis.testrail.com/index.php?/tests/view/5607828&group_by=cases:section_id&group_order=asc&group_id=23071
