Bug Description
Cinder-backup is part of Cinder since Grizzly release.
Unfortunately, Ubuntu 12.04 does not include this package, since it includes older OpenStack version.
This package was introduced in Ubuntu 13.04.
It is separate package for Ubuntu and built-in Cinder part under CentOS.
So, we came to situation, when our CentOS repository has this component, our Fuel code installs and configures it, but we do not have this component in our Ubuntu repos.
Please build and add to repos for Grizzly and newer.

cinder-backup package already built for 4.x/5.x/6.x targets. Just include it to the iso with fuel-main/ requirements- deb.txt
