Bug Description

There have been quite a few warning log in cinder scheduler log, something like:

09:41:39.441 3074 WARNING cinder.context [-] Arguments dropped when creating context: {'user': u'1284c7ced03d4b17830b0c1911b0cfb2', 'tenant': u'a28cee075f3f49528afd48a79646533a', 'user_identity': u'1284c7ced03d4b17830b0c1911b0cfb2 a28cee075f3f49528afd48a79646533a - - -'}

It's quite annoy and not really helpful.

Original bug is https://bugs.launchpad.net/cinder/+bug/1329156, the fix needs to be backported to MOS 5.1.1

This is invalid for 6.1 as we are using upstream Juno release, where the bug was fixed: https://review.openstack.org/105106
