Bug Description

Packaging CI uses CentOS-7.1 based containers when building packages for MOS-8+. It's OK for MOS-8, but become a problem for MOS-9 because some packages need dependencies that are missed in CentOS-7.1

We need to update packaging CI and use CentOS-7 (without using specific minor version) for MOS-9+.
MOS-8 should use CentOS-7.1.

Build team, can we get confugrable containers, so that we can use one type of containers for 8.0 and another for 9.0+

[pkgs-ci] Switch packaging jobs to proper branch

   Use perestroika's branch corresponds to mos branches instead of using master
