netplan doesn't support DHCP vendor/user classes

Bug Description

networkd supports user-class as UserClass but there is no way with netplan to configure this option. Same for vendor class.

Request that:
[1] add support for these options

[2] in documentation, explain what encoding us being used as networkd. When using this as an example:https://kb.isc.org/docs/matching-user-class-option-77-from-rfc-3004-compliant-clients-in-isc-dhcp
ISC DHCPD log debug of this option shows #006foobar but dhcpd-eval examples (x06foobar | foobar) in the above link don't work with what's sent via networkd. It would be good to understand what is actually sent by networkd so we can configure dhcp-eval to match what's sent.

Do you know if there is any similar setting to configure NetworkManager (as netplan's 2nd backend renderer, so we could implement this feature in parity)?

Hi and thanks for the quick response.

Re NetworkManager: sorry I don't know and nodes/instances aren't using it... just netplan.io backed by systemd-networkd from what I understand.
