I've drafted a PR at upstream netplan, to allow setting the regulatory domain via wpa_supplicant.conf as well as setting it "globally" via 'iw reg set XX', using a systemd service unit. This way it should work for any backend (networkd/wpasupplicant/iwd/NetworkManager), but of course it would be nice if upstream NM would provide an option that we could set from within netplan.
