Problem is you also still list Ubuntu 20.04 in your Imager repository file at: https://changelogs.ubuntu.com/raspi/os_list_imagingutility_ubuntu.json
Suggest you either toss any release that does not support 'regulatory-domain' from the repository first, or backport your fix to that as well.
