When https://github.com/openstack/networking-generic-switch/commit/aea67080442272e64238fda840bcdeeb5db9ff94 was introduced, it added an issue that if the driver you are using has an empty PLUG/UNPLUG bond to network function, the code ends in a no-op
This is an issue if your upgrading between YOGA and ZED
