Bug Description
when the OFF_LINE=True, it still check the lastest timestamp package, it's inconvenient for users.
Because karaf always downloaded in /opt/stack/

Haven't tried replicating. First thing the local.conf line should be "OFFLINE=True" not "OFF_LINE=True." According to devstack documentation (unless its outdated)
