Bug Description
This is ticket to track, stable/pike branch gate jobs, which are using master, investigation is needed whether that's allowed or not.
there can be two cases
1. either latest plugin is used and then stable/pike overrides it,
2. its just using master all the way.
we need to investigate if that's the intended way, or a bug. AFAIK, master shouldn't be
used in jobs for stable/pike branch

already stable/queens branch was cut with zuulv3 and about to start rocky cycle.
So we should check it with stable/queens cycle.
For stable/pike cycle, there is very low value to fix it.
