update the ovsvapp_agent.ini location in stable/kilo

Bug Description

To follow the proper directory structure as per neutron, we need to place the ovsvapp_agent.ini under /etc/neutron/plugins/ml2/ovsvapp_agent.ini. Since, OVSvApp solution is part of ml2.
