[notepad] Scroll note into view when expanding it

Bug Description
When expanding a note, we should scroll as much of it as possible into view

This is especially valid for notes at the bottom of the view: if I expand one of them, I can end up with the OSK completely covering it, so I’m not seeing what I’m typing.
