Volume doesn't change its state from "in-use" to "available"

Bug Description
With the deletion of instance the volume is expected to change its status from "in-use" to "available" but that is not happening instead it is showing something as attached to "None"(As the instance is no more available)This is happening with the instances which failed to launch with "Error" state.
