Bug Description
According to the state query virtual machine, the query results are not accurate.
I query the instantes for ERROR state on horiozn ,bug I find that the REBUILD instances are also queried.
only through the instance detail,we can know the instance actual vm state.
for example
nova show 49dadfda-
