Bug Description

The Octavia devstack plugin fails when run on Ubuntu 24.04 because dhclient has been replaced with dhcpd.

We should stop using DHCP for the o-hm0 network in devstack as it's not needed. We already know the IP address allocated to the port from neutron. Removing the use of DHCP in the devstack plugin will not only speed up devstack installs, but it is one less unrelated service that could fail during our test runs.

    Stop using DHCP for o-hm0 interface in devstack

    We know the IP address allocated to the o-hm0 interface by neutron, so
    there is no need to use DHCP on this interface. Some distributions are
    changing DHCP clients and the current code fails on those new releases.
