A git-only job still needs bzr to be installed

Bug Description

Even if a job is 100% git we still need to add vm.packages = bzr to the ols-vms.conf in the repository, otherwise Jenkaas fails with:

14:42:29 E: /tmp/ols-vms.gyHNp5: 4: /tmp/ols-vms.gyHNp5: bzr: not found

It seems sub-optiomal for a git-only job.

For k8s projects this should be fixed.

For other projects, this should be fixed once the migration to the new lander/xenial slaves is completed.

Marking fixed released as I think only the k8s projects were affected.
