TF and Keystone cannot sync projects anymore in mutli region setup.

Bug Description
I'm using TF with Keystone in a multi-region setup and I have noticed that new projects cannot be synced anymore in TF DB.
Currently my Keystone server reply all endpoints randomly (example: endpoints of region 2 appear before those of region 1 in the endpoints list).
And I can see by doing some pdb that vnc_openstack try to reach the other region which is unreachable from my TF deployment.
This behavior appears because Keystone expect a region parameter which is not provided in the TF keystoneclient.
