Bug Description
When creating a new Call for Bids, then adding a new draft bid, I find the field 'Invoicing Control' in tab 'Deliveries and Invoices' read only while filled with default invoicing control method.
To accommodate the most possible scenarios, I may suggest to add invoicing control choices in Call for Bids.

Thanks for reporting. If any of you want to make MP's to help improve it would be more than welcome. But for now this is not in our roadmap priorities.
