base_custom_attributes: need to be "Administration/Access Rights" to edit attributes

Bug Description
observed in v7.
- log in with a user that is sales.manager but not administration/
- try to edit a custom attribute
- you cannot edit the attribute name.
The attribute.attribute object _inherits ir.model.fields, so you need permission on that as well.
