Bug Description
Ubuntu 9.10 i386, installation via debian package (DL from project website).
Locale is set to German which leads to bitrates like "1,25 Mbps (VCD)" - when this bitrate is selected a popup message appears asking the user to choose a valid bitrate. 384 kbps works, "1,25" doesn't
When language is set to "C" (export LANG=C) the same procedure works.
Bug assumption: the localized number is passed to the encoder.
