Bug Description

We hit ansible handlers bug in ceph-ansible which causing OSA ceph config mgmt is not working properly and ceph services (osd,rgw,mon) not restarted after config changed.

Handlers bug resolved in this ceph-ansible commit: https://github.com/ceph/ceph-ansible/commit/59a4335a5639c9be12ee8a23805aaa14882b077e

Openstack-ansible queens using older commit: https://github.com/openstack/openstack-ansible/blob/6ba95e889a312bf9f6214d1e7f76f78ae54edf20/ansible-role-requirements.yml#L239

Is it possible to upgrade ceph-ansible commit id in openstack-ansible queens?
