    Remove reference to ResizeNotAllowed error

    This error no longer exist, it was removed in nova by in the change-id:
    Ib2b5acba291a04e0c0296fa5e8438019983dda20

    Fixes bug 1089401
    Partially implements: bp nova-v2-api-audit

    Patchset rebases against master (ensure 1.5.2 is used in pom.xml for the build.)
