Migrate remaining servers from rackspace classic to rackspace nova

ci-backup-rs-old, ci-puppetmaster, puppet-dashboard, tx.slave still need to move.

Also, paste.drizzle.org still points to the old paste.o.o server (paste.o.o now points to a new server).

It looks like now only activity, ci-puppetmaster and puppet-dashboard still need replacing.

Replaced servers which have not yet been deleted:

 * paste.openstack.org (openstackci)
 * summit.openstack.org (openstack)
 * wiki.openstack.org (openstack)

Deleted the old paste.openstack.org VM from the openstackci account (Monty confirmed with Brian that it was safe to kill the lingering Drizzle lodgeit site still hosted there).

Checking with Thierry on deleting the old summit.openstack.org VM from the openstack account (DNS no longer points to it, but he may still have files he wants to get from it).

Cannot yet delete the old wiki.openstack.org VM from the openstack account, due to bug 1127408 and bug 1127411.

Working on putting together a new puppet-dashboard server over in bug 1218631 so this legacy server will go away.

Also, pypi.slave.openstack.org is still a legacy server (in the openstackjenkins account).

old-wiki: we aren't going to rebuild it if it dies, so we can just ignore this
puppet-dashboard: it's gone now
pypi.slave: it was rebuilt, so is no longer a concern

There are also some other 1st-gen systems for the "openstack" tenant most of which are probably cruft, but they can be ignored or deleted if we're able to confirm with the foundation sysadmins that they're no longer needed.
