Set up governance wiki pages as read-only copies of reference repo

Bug Description

Now that we have the initial set of documents in openstack/governance, the reference doc on the wiki should be made a read-only copy, synced with the repo contents.

Charter:
https://wiki.openstack.org/wiki/Governance/Foundation/TechnicalCommittee
This would be a pure copy of reference/charter, since the reference doc is wiki-formatted
This is the easiest and most urgent task.

Membership:
https://wiki.openstack.org/wiki/Governance/TechnicalCommittee
The content of the members table in that document could be synced with reference/members

Programs:
https://wiki.openstack.org/wiki/Programs
The content of the programs list in that document could be synced with reference/programs.yaml

Should these pages not simply be replaced by redirects to the locations where the corresponding official documents are now published? Or do we need some form of automation to sync the page contents whenever changes are made to the official copies?

Ideally it would pull the content directly from the repo using a magic wiki plugin (with a repo refresh every day or so). Otherwise we'd need some automation in place to sync changes.

I'd like to avoid redirecting since the wiki page is mentioned in numerous charters and bylaws docs, but that's plan C (if all else fails).

Thierry, can you point out the aforementioned charters and bylaws docs we'd need to update to point to, say, a Sphinx doc job published URL if we were to move these off the wiki?
