Bug Description

We don't take advantage fo the cached copy in /opt/git as yet. See ./modules/openstack_project/files/nodepool/scripts/prepare_tripleo.sh in infra/config

We've altered the tripleo-ci jobs to make the jenkins user own /opt/git - https://review.openstack.org/#/c/107728/
This lets this patch pass ci - https://review.openstack.org/#/c/89974/, which uses /opt/git vs. /opt/stack/new.

I suspect we'll still need to poke at - See ./modules/openstack_project/files/nodepool/scripts/prepare_tripleo.sh as the ci logs still indicate some use of repos in /opt/stack/new, but things are moving forward

Our CI system has gone through huge changes since this was opened, so I suspect it's no longer relevant.
