Probably some other configuration problem. After fixing this I receive:

Error: Must pass swift_zone to Class[Openstack::Swift::Storage-node] on node node01.cisco.com
Error: Must pass swift_zone to Class[Openstack::Swift::Storage-node] on node node01.cisco.com

so I added the ringserver and swift_zone args to user.compressed..., leaving me to get this error:

Error: Duplicate declaration: Package[xinetd] is already declared in file /usr/share/puppet/modules/xinetd/manifests/init.pp:42; cannot redeclare at /usr/share/puppet/modules/galera/manifests/monitor.pp:63 on node node01.cisco.com
