Add neutron::config to class_group definitions

Bug Description

For consistency we should add neutron::config to the *network_controller*.yaml class_group files. Seems all the other service based class groups have <service>::config already added. It appears to be missing for neutron.

That's reasonable--off the cuff, I think that class hadn't landed upstream yet when the last release was cut, so we should include it now that it has.
