L3 Agent does not persist state information

Bug Description

According to code comments:

https://github.com/openstack/neutron/blob/18.0.0/neutron/agent/l3/link_local_allocator.py#L32-L41
https://github.com/openstack/neutron/blob/18.0.0/neutron/agent/l3/fip_rule_priority_allocator.py#L35-L40

it seems that l3-agent state_path(/var/lib/neutron) should be mount to hostPath, otherwise the file that saved the state will be lost.
