Bug Description

I am following the tutorial to install the Wallaby services on two machines running Ubuntu 20.04. I noticed that when I created the service for glance, the service name was empty. Now I confirmed that there should be a problem with the command-line once the placement service name is also empty:

openstack service list
+----------------------------------+----------+-----------+
| ID | Name | Type |
+----------------------------------+----------+-----------+
| 4a50934c617c4ae9a36648ccab5fb11e | | placement |
| 8318ed8175a641be935b243869b2399e | keystone | identity |
| deb4b7f24a4a46898cf22b89be6c78a9 | | image |

Both services were created specifying a name ("--name glance" and "--name placement" to the "openstack service create" command).
