Bug Description

Is it intentional that these files are solely licensed under GPLv2 ? everything else is Apache-2.0 it seems, and it would be a lot less hassle to not have this exception.

Also the "Copyright()" line without a legal entity listed looks very bogus:

I was one of the contributors to the NovaCompute file but I didn't create it. So me or my employer (Intel) is not an owner of this file and as a result has no right to manage the license.

The answer if license can be changed is on Andrew, I guess.

    Relicense to Apache-2.0

    Apache-2.0 is the recommended license for OpenStack Big Tent
    projects (see https://governance.openstack.org/reference/licensing.html)
    and this simplifies the licensing of the overall git repo
    quite a bit by removing an exception clause.
