Add a module (slides) about how to use horizon to start a new VM using Horizon

Reuse content from existing OpenStack manuals, put links to them under ".. note::" directive.

    [training-guides] associate: using Dashboard

    This "using Dashboard" chapter aims to describe
    how to use OpenStack Dashboard for associate-level users.

    This commit mainly focuses on the conversion from xml to rst,
    so more explanations such as launching a VM, injecting a SSH key,
    and changing SecGrp are encourged with figures.
