Bug Description
Currently the project specific console scripts like nova-rootwrap do not have the default configuration file path in them. One always has to guess/find the rootwrap.conf and specify that as a parameter. It would be better user experience if we can do it for them.

For Red Hat packages (RDO, RHEL-OSP), it's either way since we move rootwrap files outside of /etc/ into /usr/share/ to make sure users don't modify them (we don't expect them to need it), so we'll need to override default, even in case it's automatically deduced.
