Plank behaviour at system startup

Bug Description
Whenever I start up luna, plank behaves in a weired way. It seems to appear on top near the wingpanel first and then it goes down. Problem is sometimes this takes too long..( like maybe 10 seconds). In this case for 10 seconds I have no wingpanel and plank. I am attaching a screenshot but I am doubtfull it explains anything.
Also, when I tried "killall plank", plank started in the same way (at the top where you can see only a gray stripe and then it goes to its normal place and behavior)
