This feature is missing in pantheon-files. It was available in nautilus.

In case you were not aware, right-click drag can be used to create links. Also left-click dragging a file into its own directory creates a link. Shift-Ctrl-drag is a Windows thing isn't it? I guess we could implement it easily enough.
