Make version generator more configurable

Bug Description

As a follow-up to the ML thread at http://lists.openstack.org/pipermail/openstack-operators/2014-November/005554.html it would be convenient for some downstream consumers if version generation could be further tuned for specific use cases. Requested features include:

1. being able to suppress the Git SHA appended on dev versions

2. ability to embed build timestamp (Unix epoch?) in dev versions

3. enabling consideration of non-annotated (lightweight) Git tags

Agreed, suggestion #1 is therefore moot, the commit ID is available as additional package metadata which can be combined with the actual package version if desired.

As for #2 and #3 I don't know if those are still of interest to anyone. Given it doesn't seem like there's been sufficient desire for anyone to work on addressing them in the seven years since I filed this (including on my part), I doubt those features are important to have.
