Bug Description
version: 5.10.0
trying to package pbr to a rpm with bdist_rpm without including tests files.
creating a manifest.in file in the root directory of pbr and defining
prune tests
prune pbr/tests
neither of these disregard the tests folder during installation as the documentation would suggest.
Bug or user error?
