Bug Description
When submitting a branch to pqm that is private and not accessible by the pqm user (i.e. ~launchpad-pqm in this case) the merge fails silently and no failure email is returned to the submitter.

The failure is send to the pqm-errors list.
We could make it report to the user if we catch the relevant exception.
