Debian: wrong django wsgi script path

Bug Description

The horizon package in debian installs the wsgi.py in a different path. Because of this access to horizon always fails with 404 error after installation.

current: /usr/share/openstack-dashboard/openstack_dashboard/wsgi.py
expected /usr/share/openstack-dashboard/wsgi.py
