Bug Description

As per discussion on IRC, settings.py on EL loads files from "/usr/share/openstack-dashboard/openstack_dashboard/local/local_settings.d", while puppet-horizon manifests in dashboards create files in /etc/openstack-dashboard/local_settings.d/
