Bug Description
IN order to set up Federation, either to an external provider, or for K2K, there are additional calls needed beyond create identity provider.
The three calls are:
openstack identity provider create --remote-id https:/
openstack mapping create --rules ./mapping_
openstack federation protocol create --identity-provider example --mapping example-saml saml2
