can't open files named in chinese under windows vista

Bug Description
under windows vista, pyroom can not open files named in chinese.
some times it report an error, and open a blank buffer; the other times it just open a blank buffer without any error report.
english and number named files are ok.
for additional, if you try to save any buffer to a file has any chinese character in it's name, it seems ok, but the file name is actually irrecongnizable. and you can't open it again.
