Bug Description

Ceilometer is deployed via OpenStack Charms, using "cloud:xenial-ocata" archive.
python-ceilometerclient:amd64 (2.8.0-0ubuntu1~cloud0).

Error sample (keystone API returns 401)

After downgrading python-ceilometerclient, keystone returned 200 OK.
Downgrade: python-ceilometerclient:amd64 (2.8.0-0ubuntu1~cloud0, 2.4.0-2)

Version that fails is part of the same archive than the Ceilometer API packages.
